As long as there's plenty of room for everyone on the beach, I'd go with genius. But if they did this when it was pretty crowded, that'd definitely be rude.

On a beach such as 9th street in Ocean City, it would be rude...Here though you could say that it is genius...My guess is that these people didn't stay too long. The reason is that they don't have an umbrella.
Nope. That's rude. Don't go to a beach that's prone to get crowded if you don't like getting crowded in. Better yet, go swimming at the hotel pool until the beachgoers start leaving for the afternoon.

How early in the day is this? Looks like there's plenty of room for everyone on the beach to pull this same stunt.
About 11am. By the time I left, they were surrounded. Very crowded after noon.

Genius! People sit way too close on the beach for my comfort level. Sometimes they are so close I'm thinkin'- "really"?

They were actually there when I got onto the beach and still there when I left four hours later...
